La propuesta de proyecto tiene en cuenta la especial situación del edificio y la cuestión bioclimática. Uno de los principales objetivos ha sido conseguir una alta eficiencia energética, criterio que ha estado presente en el diseñó global con la disposición de un bloque situado alrededor de un patio principal, que se configura en el centro del edificio.

El edificio se manifiesta hacia el exterior como un sólido de líneas puras recubierto de una piel metálica de chapa desplegada, con un diseño que permite la presencia de diferentes grados de apertura de las lamas en función de los usos existentes detrás o de la orientación de cada fachada. Este recubrimiento pretende defender el edificio de la excesiva agresión de la insolación, al tiempo que se abre hacia el Patio central.
